Supervise and monitor HSE performance for construction, maintenance, shutdown, and upgrade projects within refinery process units and offsite areas. Ensure full compliance with local Egyptian laws, international standards, and company HSE policies for all contractor and subcontractor activities. Review, approve, and monitor Method Statements, Risk Assessments (HIRA/JSA) for construction, maintenance, and shutdown activities. Implement and control the Permit to Work System (PTWS) including hot work, cold work, confined space entry, excavation, lifting, and radiation permits. Act as HSE technical advisor for operational, maintenance, and project activities, identifying hazards, evaluating risks, and recommending control measures. Conduct site HSE inspections, audits, and unsafe act observations and ensure timely close-out of corrective actions. Monitor gas testing and atmospheric monitoring using calibrated gas detectors; ensure safe working conditions in hazardous areas. Supervise and verify lifting, rigging, scaffolding, forklifts, cranes, and heavy equipment in accordance with approved plans and applicable codes. Participate in Management of Change (MOC), HAZID, HAZOP, and risk assessment workshops for new projects and plant modifications. Perform Pre-Start-Up Safety Reviews (PSSR) prior to commissioning and startup of new or modified facilities. Lead and participate in accident, incident, and near-miss investigations, identify root causes, and recommend preventive actions. Coordinate and support major shutdown activities, ensuring HSE plans, permits, emergency preparedness, and contractor compliance. Develop, review, and update HSE Management System (HSE-MS) documents including policies, procedures, work instructions, and forms. Prepare and deliver HSE performance reports (daily, monthly, quarterly, and annual KPIs). Develop HSE training programs, conduct toolbox talks, safety inductions, and awareness sessions for employees and contractors. Identify HSE competency requirements, conduct performance evaluations, and recommend training plans for HSE personnel. Review MSDS/SDS, ensure chemical safety compliance, and monitor occupational health exposure (noise, radiation, chemicals). Support emergency preparedness and response activities including drills and real incidents. Manage HSE budget, purchasing requisitions, and safety equipment procurement. Coordinate with operations, maintenance, engineering, and contractors to ensure safe execution of work.
