Lead and supervise all Health, Safety & Environmental (HSE) activities on onshore and offshore projects, ensuring full compliance with company policies, client requirements, and international HSE standards. Implement, monitor, and continuously improve the HSE Management System (HSE-MS) in accordance with ISO 45001, ISO 14001, OSHA, and local regulatory requirements. Conduct risk assessments, Job Safety Analysis (JSA), HAZID, HAZOP, and Toolbox Talks to identify hazards and ensure effective control measures are in place. Ensure strict compliance with Permit to Work (PTW) systems, including Hot Work, Confined Space Entry, Working at Height, and Lifting Operations. Perform regular site inspections, safety audits, and offshore rig/vessel inspections, identifying unsafe acts and conditions and ensuring corrective actions are implemented. Investigate incidents, near misses, accidents, and occupational illnesses, prepare detailed reports, conduct root cause analysis, and recommend preventive measures. Provide HSE induction, safety training, and emergency response drills for employees, contractors, and visitors. Monitor and enforce the proper use of Personal Protective Equipment (PPE) and ensure safety equipment is available, maintained, and certified. Coordinate and lead emergency response activities, including fire-fighting, evacuation, oil spill response, and medical emergencies. Liaise with clients, regulatory authorities, and third-party inspectors during audits, inspections, and compliance assessments. Maintain accurate HSE documentation, records, statistics, and reports, including TRIR, LTIF, and safety performance indicators. Promote a strong safety culture by coaching, mentoring, and motivating the workforce to follow safe work practices. Supervise and support junior HSE staff, safety officers, and site supervisors to ensure effective HSE implementation across all operations. Ensure environmental protection measures are implemented, including waste management, spill prevention, pollution control, and environmental monitoring. Stop unsafe work when necessary and exercise authority to prevent potential accidents or environmental damage.
