Risk Management: · Conduct and review Risk Assessments (JSA/JHA - Job Safety Analysis/Job Hazard Analysis) for all critical and non-routine tasks. · Lead or participate in Hazard Identification tours and ensure controls are in place. · Maintain the Permit to Work (PTW) system, ensuring hot work, confined space entry, lockout/tagout (LOTO), and other permits are properly issued and controlled. · Incident Prevention and Investigation: · Investigate all incidents, including near-misses, injuries, property damage, and spills, to determine the root cause. · Implement corrective and preventive actions to prevent recurrence. · Track incident trends and report statistics. · Safety Procedures and Compliance: · Ensure compliance with Safe Work Procedures (SWPs) and Life Saving Rules. · Monitor operations to verify that work is being performed according to established safety standards. · Stop any operation deemed unsafe (Stop Work Authority). · Emergency Preparedness: · Develop, maintain, and test the rig's Emergency Response Plans (e.g., fire, blowout, man overboard, medical emergency). · Organize and lead regular emergency drills (fire, abandon platform, etc.) and debriefings to ensure crew readiness. · Ensure all emergency equipment (lifeboats, firefighting gear, alarms, etc.) is inspected, maintained, and functional. · Inspections and Audits: · Conduct daily, weekly, and monthly safety inspections of the rig, facilities, and equipment. · Perform audits of the HSE Management System and contractor performance. · Verify the condition of Personal Protective Equipment (PPE) and enforce its use. --- 2. Health Responsibilities Focused on the physical and mental well-being of the crew. · Occupational Health: · Manage exposure to hazardous substances (chemicals, drilling muds) through monitoring and controls. · Monitor exposure to physical hazards like noise, vibration, and atmospheric contaminants (H2S - Hydrogen Sulfide). · Oversee the hearing conservation and respiratory protection programs. · Workplace Hygiene: · Inspect living quarters, galley (kitchen), and water systems to ensure high standards of hygiene and sanitation. · Manage waste (domestic and medical) to prevent health risks. · Medical Emergency Response: · Coordinate first aid and medivac (medical evacuation) procedures. · Ensure well-stocked and accessible first aid kits and medical clinics/sick bays. · Often, the HSE advisor is a trained advanced first aider or medic. · Ergonomics and Wellbeing: · Advise on manual handling techniques to prevent musculoskeletal injuries. · Promote programs related to fatigue management, stress, and overall wellness
