Act as QM-HSE document controller to ensure proper handling. Filing and maintenance of all HSE related documents. • Follow HSE requirements by EDC and the Clients and ensure compliance. • Support and advice on proper implementation of QM-HSE Management System through sound implementation of QM-HSE procedures and instructions in particular procedures having direct effect on the QM-HSE Management System as follows: - Safe Job Analysis (SJA). - Work permit / Electrical Isolation. - Incident reporting and recording. - Incident investigation. - HSE meetings. - STOP System. - Certification of equipment. • Assist and monitor the implementation of emergency response and drills. • Provide guidance on HSE performance reporting. • Ensure proper and timely reporting on HSE matters i.e. STOP cards analysis report, weekly HSE meetings, monthly HSE meetings, weekly HSE inspection, etc. and shall report other performance indicators as appropriate. • Co-ordinate preparation of rig specific annual QHSE plan. • Provide technical HSE information and experience (data, techniques, equipment Specifications, and know-how) to My Superior. • Participate in QMS audits as an audit team member as per the assignment of the audit team leader. My duty should be carried at the rig; the Safety Engineer is assigned to, in accordance to EDC internal QMS audit procedure. • Follow-up implementation of the QMS audit corrective action plan at the rig he is assigned to. • Advice on HSE training, instruction and exercises. • Assist in preparation of HSE cases when contractually required. • In cooperation with the QM-HSE Dept. shall develop and update the Company's Safety and Contingency manuals as well as verifying that safety and contingency system is implemented at all EDC locations and report any deviations to My Superior. • Investigate accidents at the rigs, records such accidents and prepare necessary reports and statistics. • Follow-up on incidents corrective actions close-out. • Assist (STPIPIC) in rig action list. • Inspect to ensure that routines related to inspection and maintenance of safety related equipment is in accordance with EDC requirements, Class requirements and relevant regulations. • Ensure the proper installation of the safety signs per EDC safety awareness system (signage system) • Keep records for the safety equipment certificates on board and ensure that every equipment has its own origin certificate. • Prepare monthly statistics report(s) in accordance with EDC QM-HSE requirements. • Participate, when requested by My Superior in seminars, courses, etc. ... to improve my skills in QM-HSE work. • Carry out any other QM-HSE related works as instructed by My Superior in accordance with the established procedures and instructions. • Provide leadership in all matters related to HSE at the rigs. • Be the liaison with certification bodies. • Assist the STP to maintain rig filiing.
