Advise mentor and support the Contactor for all aspects of construction HSE. Support the overall construction. Implement HSE Department Policy and initiatives. Prepare monthly HSE reports for management. Review Contractor’s HSE documentation. Monitor and ensure implementation of the Contractor’s approved HSE Plan. Provide guidance and consultation to the Contractor on day-to-day HSE issues as needed. Conducting requested HSE Inspection and Audits. Interface with other EPC HSE Engineers, HSE department and Plant Operations HSE. Coordinate relevant communications between stakeholders. Maintain collection of Safety Statistics and issue Safety Performance Statistics as needed for reports. Monitor project Safety program to ensure it supports construction progress through proactive planning. Enforce HSE contractual requirements. Encourage Contractor to adopt Safety Standards and other industry best practices in HSE where they are not fully covered by HSEMS. Evaluate the Subcontractor’s HSE performance on an on-going basis. Make recommendations for improvement. Evaluate and communicate HSE performance issues on the project and develop mitigating plans. Conduct incident and near miss investigations as requested. Ensure toolbox talks, safety alerts and HSE lessons learned from incident investigations are effectively communicated by the Contractor supervision and management. Ensure HSE training programs, personal HSE Induction Training and other training to support individual and mandatory training required. Use experience to resolve HSE issues at site in a timely manner. Represent the project on HSE meetings as required. Ensure that safety inspections are carried out, fire drills and fire alarms are correctly reported, safety inspections, risk assessments and lone working procedures are managed and employees are aware of their responsibilities.
